unit of $h$ is $JS \qquad e-charge$
$\large\frac{h}{e^2}=\frac{work\;done \;\times \;time}{Q^2}$
$\qquad=\Large\frac{\Large\frac{work\;done}{Q}}{\Large\frac{Q}{time}}$
$\qquad=\large\frac{V}{I}$
$\qquad=R$
So ( c ) is the correct answer.
