Fraction of energy lost $=\large\frac{\Delta E}{E}$
$\large\frac{mg(h-h')}{mgh}=\frac{h-h'}{h}$
$=\large\frac{2-1.5}{2}=\frac{1}{4}$
Hence b is the correct answer.
