$_{16}S=1s^2,2s^2,2p^63s^2,3p^4$
for $1s^2,n+1=1+0=1$
for $2p^6,n+1=2+0=2$
for $3s^2,n+1=3+0=3$
for $3p^4,n+1=3+1=4$
Thus $n+l=3$ for $2p^6$ and $3s^2$ electrons i.e for 8 electrons
