$H_3PO_3+2KOH\rightarrow K_2HPO_3+2H_2O$
$M_1V_1X_1=M_2V_2X_2$
$0.1\times 20\times 2=0.1\times V_2\times 1$
$V_2=40ml$
Hence (c) is the correct answer.
