At threshold frequency, stopping potential $V_{\circ} = 0.$
From graph it is clear that $v_{01} < v_{02}, \tan\: \theta$ is slope of curve between $V_{\circ} vs \: v$
So, $\tan\theta_1 = \tan\theta_2$
