4 mole of $I^{-}$ will give 1 mole of $HgI_4^{2-}$ with one mole of $Hg^{2+}$
$\therefore$ The mole ratio order is 4 : 1 : 1
$\therefore$ 1 mole of $I^-$ form 0.25mole of $HgI_4^{2-}$
Hence (c) is the correct answer.
