$\quad= Q \overrightarrow {E} . \overrightarrow {r}$
$\quad = Q (E_1 \hat i + E_2 \hat j ). (a \hat i +b \hat j)$
$\quad= Q(E_1 a +E_2 b)$
Hence C is the correct answer.
