Milli moles of conc.HCl=milli moles of dil HCl
$10\times 10=V\times \large\frac{1}{10}$$\Rightarrow V=1000ml$
Thus 990ml of water should be added to 10ml on conc.HCl to get decinormal solution.
Hence (a) is the correct answer.
