$Ni^{2+}:1s^2,2s^22p^6,3s^23p^63d^8$.Rest all posses either no unpaired electrons $(Sc^{3+},Zn^{2+})$ or have one unpaired electron ($Ti^{3+})$
Hence (b) is the correct answer.
