Answer: $NaHCO_3$ test

Phenols also turn blue litmus red just like carboxylic acids. However, phenols fail to give effervescence with $NaHCO_3$. Therefore, $NaHCO_3$ test can be used to distinguish between phenols and carboxylic acids.
