V = 102.5 MHz = $102.5\times10^6 Hz (S^{-1})$
E = $N_{\large\circ}hv/mol$
$E =6.02\times10^{23}\times6.63\times10^{-34}\times102.5\times10^6 J/mol$
$=4.09\times10^{-2} J/mol$
Hence answer is (b)
