$\large\frac{r_1}{r_2} = \large\frac{V_1}{t_1}\times\large\frac{t_2}{V_2}$
$\;\;\;\;\;\;\;\; = \sqrt{(\large\frac{M_2}{M_1})}$
$\large\frac{20}{60}\times\large\frac{30}{V}=\sqrt{(\large\frac{32}{64})}$
$V = 14.14 dm^3$
Hence answer is (b)
