Answer: 1000 ppm
Mass by volume percentage and parts per million are both and expression of concentration of a solution.
We are given Volume $= 1000\;mL$ and Mass $ = 1\;mg$.
$\Rightarrow ppm = \large\frac{\text{Mass}}{\text{volume}}$$ = \large\frac{1\; gm}{1000\; mL}$$ = \large\frac{1000 \; mg}{1\;L}$$ = 1000 \; ppm$
