At Anode : $40H^-\rightarrow 2H_2O+O_2+4e^-$
At cathode : $40H^+4e^-\rightarrow 2H_2$
If number of moles of electron transferred=4
Number of moles of oxygen liberated=1
Number of moles of hydrogen liberated=2
So total moles of gases =3
Volume of gases =$3\times 22.4=67.2litre$
Hence (c) is the correct answer.
