$(a)\;F^- (b)\;OH^- (c)\;CH_3^- (d)\;NH^-_2 $

Lesser the elecronegativity of the donor atom more is its tendency to donate a pair of electron and stronger is the nucleophile.
Electronegativity of $C,N,O,F$ are in the order of $F > O > N > C$ .
Therefore $CH_3$ is the strongest nucleophilic.
ie it has highest nucleophilicity
Hence c is the correct answer.
