Hyperconjugation involves delocalization of $\sigma$ and $\pi$ bonds orbitals. ie it undergoes $\sigma - \pi$ conjugation.
The kind of delocalization involving sigma electrons of single bond and $\pi$- electrons of multiple bond is called hyperconjugation.
Hence b is the correct answer.
