$NO_2$ group is $e^{\ominus}$ with drawing group and para to -CHO group.So it helps increasing positive charge on -C=O group there by facilitates the transfer of $H^\oplus $ in the cannizzaro reaction.$-OCH_3$group is $e^\ominus$ releasing group,the positive charge on C of -C-O group there by decrease the transfer of $H^\ominus$ in the cannizzaro reaction.
Hence (c) is the correct answer.
