$P-NO_2C_6H_4NH_2$ is less basic than aniline
(i.e) $pK_b^0$(P-nitro aniline) > $pK_b^0$( aniline)
P-amino aniline is more basic than aniline
$pK_b^0$(amino aniline) > $pK_b^0$(aniline)$
Hence (d) is the correct answer.
