In the following compounds the order of basicity is

 

 

$ \begin{array}{1 1}(a)\;(I) < (III) < (II)&(b)\;(I) < (II) < (III)\\(c)\;(II) < (III) < (I)&(d)\;(III) < (II) < (I)\end{array}$

Because the chloro substituent is an electron -with drawing group,it reduces the basicity of an aniline.Hence P-chloro aniline is less basic than aniline.Because of the resonance effect ,P-chloro aniline is also less basic than 4-chloro cyclohexanamine .Hence the order of basicity is
(I) < (III) < (II)
Hence (a) is the correct answer.
