According to VSPER theory
Total $e^-$ in $Xe$:$8e^-$
In $XeF_2$ b.p=2$(2e^-)$
l.p=3$(3\times 2e^-=6e^-)$
The no of lone pairs in $XeF_2$ is 3.
Hence (c) is the correct answer.
