Flurine electronegativity is 4.0
Oxygen electronegativity is 3.5
Chlorine electronegativity is 3.1
Hydrogen electronegativity is 2.1
In $H_2O$:O is more negatively charged atom
In $ClF$:F is more negatively charged atom
Hence (c) is the correct answer.
