According to VSEPR theory,
$XeO_2F_2$ structure is see-saw
The reason for the shape acquired is in see-saw geometry lone pair(lp) is in an equatorial position and there are only two lp-bp repulsions.Hence more stable structure is see-saw with O-Xe-O bond angle close to $120^{\large\circ}$
Hence (d) is the correct answer.
