$CuCl_2\rightarrow Cu^{2+}+2Cl^-;Ca^{2+}$(27 electrons);$1s^2(2s^22p^6)(3s^23p^63d^9)$
$NaCl\rightarrow Na^{+}+Cl^-;Na^{2+}$(10 electrons);$1s^2(2s^22p^6)$
$KCl\rightarrow K^{+}+2Cl^-;Cl^{-}$(18 electrons);$1s^2(2s^22p^6)(3s^23p^6)$
The cation in $CuCl_2$ is not having inert gas outer most configuration.
Hence (b) is the correct answer.
