% ionic character =$\large\frac{\mu_{\Large experimental}}{\mu_{\Large theoretical}}$$\times 100$
$\Rightarrow \large\frac{1.8}{1.5\times 4.8}$$\times 100$
$\Rightarrow 25\%$
Hence (c) is the correct answer.
