Amplitude of carrier wave is 20v amplitude of signal is 2v.Percentage of modulation is

$m=\large\frac{E_s}{E_c}=\frac{2}{20}=\frac{1}{10}$
% of modulation =$\large\frac{1}{10}$$\times 100$
$\Rightarrow 10\%$
Hence (b) is the corrret option.
