Identify the correct order of reactivity in electrophilic substitution reaction of the following compounds:

$\begin{array}{1 1}(a)\;1 > 2 > 3 > 4&(b)\;4 > 3 > 2 > 1\\(c)\;2 > 1 > 3 > 4&(d)\;2 > 3 > 1 > 4\end{array}$

Due to +I-effect of $CH_3$ group,toluene(2) has higher electron density than benzene (1).Out of Cl and $NO_2$,$NO_2$ has a strong -I effect and -M-effect while Cl has a weak-I-effect.Therefore,nitrobenzene(4) has a much lower electron density than chlorobenzene(3).Thus,the overall reactivity order is $2 > 1 > 3 > 4$
Hence (c) is the correct answer.
