10ml hydrocarbon requires 30ml oxygen
$\therefore$ 1ml hydrocarbon requires 3ml oxygen
$\therefore$ Hydrocarbon is $C_2H_4$
$C_2H_4+3O_2\rightarrow 2CO_2+2H_2O$
Hence (a) is the correct answer.
