Number of valence electron in $NO_3^{-}=(5+3 \times 6+1)=24$
Number of valence electron in $CO_3^{2-}= (4 +3 \times 6 +2)=24$
Number of valence electron in $SO_3^{2-}= (6 +3 \times 6 )=24$
Number of valence electron in $ClO_2^{-}= (7 +2 \times 6 +1)=20$
Therefore ,$NO^{-}_3,CO_3^{2-}$ and $ SO_3$ are isoelectronic.
Thus $NO_3^{-}$ and $ CO_3^{2-}$ are isostructural
Hence a is the correct answer.
