Number of electrons in $O_2^{-}= 2 \times 8 +1=17$
Number of electrons in $NO^{+}= 7 + 8-1=14$
Number of electrons in $Cs_2= 6+2 \times 8 =22$
As $CN^{-}$ and $NO^{+}$ are isoelectronic , both have same bond order.
Hence a is the correct answer.
