Let the centre of the circle be (1,h)
Circle touches x axis at (1,0)
Let the circle passes through the point $B(2,3)$
$\therefore CA=CB$
=> $(1-1)^2+(h-0)^2$
=> $(1-2)^2+(h-3)^2$
=> $h^2=1+h^2+9-6h$
=> $h= \large\frac{10}{6}$
This diameter is $2h=\large\frac{10}{3}$
Hence A is the correct answer.
