Number of trees = 8
Number of intervals between $1^{st}$ and $8^{th}$ tree = 8 - 1 = 7
Distance between two neighboring trees = 3m
$\begin{align*}\text{Distance between 1st and 8th tree} & = 7 \times 3 \\ &=21m\end{align*}$
