Good electrical insulators are usually Poor thermal conductors. Conductivity in a high temperature metal is caused by collisions between free carriers and phonons. So the the same process is mediating both electrical and thermal conductivity. For metals that are not at too low a temperature, the ratio of thermal conductivity to electrical conductivity is proportional to the absolute temperature, where the constant of proportionality is independent of the particular metal.Hence Electrical insulators are poor in conduction.
