$|m \overrightarrow{a}|=1 => |m| | \overrightarrow{a}|=1$
=> $| \overrightarrow {a}| = \large\frac{1}{|m|}$
$a=\large\frac{1}{|m|}$
Hence 3 is the correct answer.
